First of all, I like the bio in general but there are a few little things that I think need to be cleared up.
You say that a major issue for Tim is his height. At 12 years old, I really can’t see 5’3 being a problem to be honest. The general average height (in the 50th percentile) for boys aged around 12 is about 4’11, so if anything it would seem he is a bit tall for his age! Then in the physical description you also say he is ‘small for his thirteen years’ so I think you need to decide on his age and rethink the height issue a little.
Aside from those two things, I think he’s pretty good. I like that his history is believable and that you referred to the actions in the movies with the fear gas as being in part of his history. I really look forward to seeing him develop!
Let me know when you’ve fixed up the age blip and the height, making him a bit shorter if you want to have him being conscious about it.
