New Rule for Character Applications

Not trying to pick on anyone specifically, but from now on BD is disallowing any unfinished biographies to be posted. Nor do we allow character 'claiming' before you have posted an application. Please post your completed application, and nothing else. If you can't finish in one sitting, try PMing it to yourself to pick up later.
